Bradpole Parish Council Minutes
Minutes of Parish Council Meeting held Thursday 1st September at 7.30pm in the Village Hall
Attending: Cllrs: Dendle, Ellis, Mason, Giles-Townsend, Coatsworth and Brown. Sandra Goldsmith (Parish Clerk). One member of the public, Mr David Smith, in attendance.
In the absence of the Chairman and Vice Chairman meeting chaired by Cllr. Coatsworth
1. Apologies: Cllrs. Bennett, Spear and Chilcott
2. Declarations of Interest: Cllr Dendle declared a personal interested in Item 4 d) on the agenda, she stated she would leave the room when this matter was discussed.
3. Minutes of the previous meeting Thursday 4th of August 2011: Read, agreed and signed as a true record.
4. Matters Arising:
- Grit/Salt Bins 2011/12 – The Clerk reported to the meeting that as requested she has costed the purchasing of 15 Grit Bins and the approximately cost of supplying and installing each bin would be £180 + VAT for the 200ltr and £209 + VAT for 400ltr. After discussion Cllr. Brown proposed that 15, 200ltr bins should be purchased, seconded by Cllr. Dendle. Agreed by Councillors present.
- Diversion of Foot Path W6/19 – Cllrs. agreed that this item be adjourned to next meeting
- Logo for Parish Council – Cllrs. agreed that this item be adjourned to next meeting.
- Wall Bishops Farm Cottages – Cllr Dendle left the room. The Clerk informed the meeting that she had made enquiries with WDDC Planning. As the wall did not exceed 1m in height and was within the property boundaries, no planning permission was needed. Cllr Dendle was then asked to return to the meeting.
- Double Yellow Lines Jessopp Avenue – Cllr Mason informed the meeting that he had spoken to DCC and a shortlist of proposed double line locations is to be drawn up in January next year. Priority will be given to the areas that are considered most at risk of causing a danger to motorist and pedestrians. He informed the meeting that he is keeping an eye on the obstructions been caused when cars parked along Jessopp Avenue and information gained will be forwarded on to DCC
5. Democratic Quarter Hour: No issues raised
6. Bradpole Bus Service – Withdrawal of Bus Route 40: Since the publication of the agenda this matter has now been resolved and a bus route will still come through the village twice a day. On request this bus will also stop at the Hospital, Medical Centre and Morrisons. Copies of the timetable available in the Post Office.
7. Parish Web Site: Clerk informed the meeting that a new web site is in the process of being put together. The new provider will be “Leaping Hare” which is owned by Mr David Smith

Magna – Hedges and Boundary Fences Court Close – Cllr Dendle and the Clerk had visited the occupants of 46 Court Close and advised them of the dangers of the fence at the rear of their property. Also informed them that the matter would be reported to DCC Highways.

9. Planning:
Consultation:
1/D/11/1180 – 15 Drew Close – Remove boundary fence & erect 2m fence. This application had been seen by Councillors and after consideration the collective view was that the PC were against the application. Full details on planning form.
1/D/11/956 – Top Gear, Gore Cross Business Park – Erect 5 non illuminated signs. – PC against application. Full details on planning form,
1/D/11/1244 – Chants, Gore Cross Business Park. Solar tracking system with 6 photovoltaic panels. PC against application – Full details on planning form
10. Finance: Cheques for approval: Bridport Tile and Glass Company £149.76, Mr B Burton £200, HM Revenue £73.40 and Mrs S Goldsmith £295. Current Balances: Current Account £847.62 : Business Account £9726.45 : WDDC £44,399.08
11. Parish Maintenance: High Pavement – Middle Street: Cllr Dendle had received complaints in regard to the state of the pavement which could not be used owing to the overgrown hedge and the green vegetation growing on the foot path. Also small trees are growing out into the road. After discussion Cllrs. agreed that the matter should be reported to WDDC Highways in the first instance.

13. Information Items:
Cllr Ellis: The children are causing damage to the Horse Chestnut trees again this year by using to large sticks to knock down the conkers.
Cllr Dendle: The Foot Path that leads from Higher Street up towards Gore Cross Way is now impassable owing to been totally overgrown. Clerk to report to DCC Footpaths
Cllr Giles-Townsend: Raised an issue regarding the loading bay outside of Rawles butchers in East Street, Bridport. He felt it was not needed as no lorries seemed to unload in it and it was taking up space which could be used for parking. In regard to the amenity land at Gore Cross, he would like the PC to acquire the land from WDDC. Agenda Item October
Cllr Mason: Voiced concerns over the amount of temporary/portable advertisement signs that have been placed out along the verge on the main road at Gore Cross during the last few months. The local business signs are not really a problem, it is the ones that are advertising local events. Clerk to inform WDDC Planning.
Cllr Coatsworth: Metz Farm, no permission is needed for the large barn.
