Minutes of Bradpole Parish Council Meeting held in the Village Hall
Thursday 2nd August 2018 at 7.00pm
Present: Cllrs Dendle (Chairman), Baker, Smart, Hudson and Coatsworth. Mrs Sandy Goldsmith. (Parish Clerk) and thirty one members of the public. Cllr Bussell, District Councillor also in attendance.
Cllr Dendle welcomed everyone to the meeting and outlined the way the meeting was to proceed.

3 Minutes of Meeting Held on 5th July 2018 – Minutes taken as read, agreed and signed as a true record
4. 7.03pm – The Chairman closed the Parish Council Meeting to allow representatives from Smartbridport Eco Housing to address Councillors and members of the public present in regard to proposed future housing plans for Watton Hill.
7.05pm Presentation commenced.

5. 7. 55 pm – Chairman reopened the Parish Council Meeting – Two members of the public present.
6. Reports from WDDC and DDC Councillors – Cllr Bussell spoke in regard to the forthcoming resurfacing of Wellfields Drive and the draft Local Plan.
Cllr Coatsworth spoke about the proposed Electoral Boundary Changes, would appear that for our area the ward districts will stay the same as they are now.
7. Democratic Five Minutes: One member of the public stated that he was there to find out what decision had been made in regard to tree in The Gore that was causing damage to the fence.
8. Matters Arising from Minutes 5th July 2018:
a) Landscaping Badger Row, Higher Street – Report from WDDC representative previously circulated to Councillors prior to meeting. Cllr Dendle and Cllr Baker agreed that the report was an accurate account of the meeting other than for two points, it was the Bradpole Woodland Trust who pursued buying the land not the Parish Council and that the PC would consider taking over the land, once landscaped and subject to financial regulations being satisfied. Also the PC would require indemnity against land and water ingress.
WDDC still awaiting to hear back from ecologists. Cllr Baker stated that it was encouraging that WDDC was at last working towards a solution.
b) Rights of Way – Response from DCC – After discussion Councillors agreed that the Council should take up the offer of an officer coming to speak to the Council. Councillors agreed that he should be invited to attend the September meeting and be allowed to speak for 20minutes.
c) Highways Signage – Update – The Clerk reported that she was still waiting to hear from DCC in regard to possible cost implications.
8 d) New Fence – Japanese Knotweed Area- Townsend Way – After discussing the quote obtained from Brights for a fence to be installed around the Japanese Knotweed, Cllr Dendle proposed that the quote for £1234 to install a fence around the Japanese Knotweed should be agreed and the work to be carried out at the same time as the new fence around Gore Cross Green, seconded by Cllr Baker, unanimously agreed.
e) Community Bus – Update – The Clerk reported that bus will commence service on Wednesday 22nd of August and will run for a six month trial period. The service can be hailed as well as stopping at all First Wessex stops on route. The fares will be £2 for a single ticket and £3 return, concessionary passes can be used. Time tables and posters are in the process of being printed.
9. Bridport Area Neighbourhood Plan – Cllr Baker gave un update in regard to the Consultation responses, to date 28 on line surveys have been submitted. Hopefully more will be forthcoming after the other consultations events.
a) Consultation Event – Bradpole Village Hall – July 18th – Only three members of the public had attended this event. Cllr Dendle pointed out that several people had informed her that they didn’t understand the document and that it should have been presented in a simpler format.
b) Bradpole Parish Council Response to Reg. 14 Draft Consultation – After discussing the previously circulated draft response document, Cllr Dendle proposed that the document should be adopted by Bradpole Parish Council as it’s agreed response to the regulation 14 draft consultation paper, seconded by Cllr Hudson, unanimously agreed.
i) WD/D/18/001297 1 BEAUMONT AVENUE, BRADPOLE, DT6 3AU Change of use of
part ground floor to dwelling (annexe/holiday use) (Full) – Cllr Coatsworth declared an interest in this application and took no part in the decision making. Councillors agreed that although they had no material planning objections to this application a comment should be made in regard to the fact that the actual change of use was not clear.

11. Correspondence: As circulated – no further action at this time.

WDDC Joint Local Plan Review – Circulated to Councillors response to be discussed at next meeting.
DAPTC – Amended Transfer of Assets to Town and Parish Councils Principles. Circulated to Councillors
12 Democratic Ten Minutes – Gentleman stated he was still waiting to hear what the Councillors had decided about the Tree in The Gore. Matter to be discussed later in the meeting.

c) Bank Reconciliation: The Clerk informed Councillors that she had not being able to prepare the bank reconciliation as she had not received the current bank statements. Councillors agreed that Cllr Baker should be allowed to examine and sign off the reconciliation before the next Council Meeting.
14. Parish Maintenance:
a) Tree Policy – After discussions Councillors agreed that the Parish Council should adopt a policy in regard to trees and shrubs on land owned by the Parish. Cllrs Hudson and Smart agreed to work on a draft policy to be agreed at the next PC Meeting.
b) Allotments – The Clerk reported that a lady who is next on the waiting list is happy to take over Plot 4 when it becomes vacant at the end of September. Cllr Hudson informed Councillors that he and the Lengthsman will install the markers once the ground is softer.
c) Pageants Play Ground – The Clerk reported that the yearly safety inspection had been carried out and no immediate action needs to be taken in regard to safety issues. Written report to follow.
d) Gore Cross Green – Brights are due to commence work on the new fence on Monday 3rd September.
e) The Gore – Tree Roots Causing Damage – The Clerk updated the Councillors in regard to the cost to fell the Maple and grind out the stump and remove all arisings from the site, cost would be £500 plus VAT. After much discussion Councillors agreed that more enquires need to be made in regard to this matter, further enquiries with insurance company, written report on the condition of the tree from Mr Stoodley. Cllr Baker also agreed to prepare a Risk Assessment for the Parish Council to include any financial risks. Final decision to be made at September meeting. Councillor Dendle pointed out that the tree could not be felled whilst it was in full leaf.
