Minutes of Bradpole Parish Council Meeting held in the Village Hall

Thursday 4th April 2019 at 7.30pm

Present: Cllrs: Dendle (Chairman), Baker, Cllr W Smart and Cllr Chilcott.

Also present Mrs Sandy Goldsmith, Parish Clerk. Three members of the public in attendance.

1. Apologies: Cllr A Smart, Cllr Coatsworth will be late in attending as at another meeting prior to

Parish Council Meeting

2. Declarations of Interest: None at this time Cllrs to declare an interest at the time if needed.

3 Minutes of Meeting Held on 7th April 2019 – Taken as read, agreed and signed as a true record.

a) Minutes of Extraordinary Meeting held on 21st March 2019: Taken as read, agreed and signed as a true record.

4. Reports from WDDC and DDC Councillors – Five minutes – To receive reports on WDDC and DCC

Matters – No Councillors present, no reports received.

5. Democratic Ten Minutes: Three residents volunteered to be part of a community group to help maintain the Parish owned green open spaces. Their spokeswoman hoped that the group would be able to plant wildflowers and bulbs in different areas and work with the Council on other projects. Councillors thanked them and are looking forward to working with them in the future. The group also hoped that their work may encourage more people to volunteer.

Cllr Chilcott volunteered to meet with the group to identify which areas the Parish Council owns.

6. Matters Arising from Minutes 7th March 2019:

a) Community Get Together 12th March – The meeting had been well attended and Councillors had received several positive comments from local residents. The volunteers at tonight’s meeting had been at the gathering.

b) Bradpole Village Fete – Cllr Dendle told Councillors that she together with Cllr W Smart and the

Clerk had attended last night’s Fete Meeting. Arrangements seem to be well underway, the Parish Council Gazebo will hopefully be placed on its normal pitch just inside the gate.

c) Community Bus – Letter of thanks from Bridport Town Clerk for the continuing support of Bradpole both financially and promotionally.

d) Village Road – Resurfacing – Temporary pothole filling has been carried out but at this time the road is not on the list for resurfacing. Clerk to continue making enquiries,

e) Additional Section 106 Monies – Application submitted awaiting reply.

f) Gore Cross Way – Parking Complaints – The Clerk reported that she had spoken to the manager at Magna concerning the complaints received. He requested that complainants send to him details of offenders, either car registrations, addresses and if possible photographic evidence.

7. Reports from Outside Organisation

a) BLAP – To receive any information – Circulated

b) Village Hall – To receive any information – No report

c) DAPTC – To receive any information – Cllr W Smart – No new information

Cllr Coatsworth joined the meeting.

8. Bridport Area Neighbourhood Plan

a) Final Regulation Section 15 Document – Cllr Baker firstly provided a brief overview of the progress of the Plan from April 2014 to the present time. After discussion by all Councillors present Cllr Baker proposed that Bradpole Parish Council approve the March 2019 BANP REG15 submission document as presented, seconded by Cllr Dendle, unanimously agreed. Cllr Dendle asked for a vote of thanks be recorded in the minutes to Cllr Colin Baker for the many hours of work he as put in on behalf of Bradpole Parish. Councillors also agreed that a letter should be sent to David Dixon asking him to thank all those involved in getting the Plan to this stage.

9. Donations and Grants

After discussion Councillors agreed that a working party should be formed, Cllr Wendy Smart and Cllr. Chilcott volunteered to sit on the working party together with the Clerk.

Date of meeting to be arranged after the May Elections.

10. Planning:

a) Approval:

WD/D/19/000212 : Location of Development:2 WATTON GARDENS, BRADPOLE, DT6 3DG : Erection  of a rear single storey extension

WD/D/19/000358 Location of Development:1 CALEY WAY, BRADPOLE, DT6 3HD : Erect extension

and alterations

b) To consider any Planning Matters received after published agenda

11. Correspondence:

Letter from resident regarding precept increase. Letter previously circulated and replied to.

a) To discuss any correspondence received after published agenda

Anonymous Letter dated 4th of April 2019. Owing to the letter being anonymous no further action to be taken.

12. Democratic Ten Minutes – No members of the public present.

13. Finance:

a) Payments for Approval


53 V Hall £550.00 Office and Hall Rents :

54 S.Goldsmith £564.35 Wages £416.21, Clerks Allowance £100, Community Meeting £48.14:

b) Bank Balances: Current £3,169.19 Deposit £46,962.24

c) External Audit – Year End 2018/19 – The Clerk informed Councillors that the Audit Papers

have to be returned to the External Auditor by the 11th of July.

d) Internal Audit – Year End 2018/19 – The Clerk had spoken to Mrs Meech and she was once again willing to carry out the Internal Audit. Cllr Dendle proposed that Mrs Meech be appointed as internal auditor for the Parish Council Accounts year end 31st of March 2019, seconded by Cllr Baker, unanimously agreed.

14. Parish Maintenance.

a) Allotment Fence – Lengthsman still has to remove the old fence.

b) Tuffys Seat – The Clerk reported that she had written to the son of the owner of the bench and he has agreed that he will take over maintenance of the bench and will send a letter relinquishing any Parish Council liability.

c) Notice Boards – New notice boards in place, Gore Cross Green and Pageants Play Area.

d) Pageants Field – After discussion Councillors agreed that a quote should be obtained for a simple single rail fence to run along the north end. There is a lot of badger activity in the field, advice to be taken. Cllr Chilcott agreed to keep an eye on Pageants Play Area and Field, he will progress the fence together with the Clerk.

e) ROW – The Clerk reported that she has spoken to the ROW Officer and hopeful will meet with him in the near future so an update can be obtained. The team have already carried out some Parish work.

15. Clerk’s Information: Had received information today that Bradpole Parish Council will not need to hold an election as the seats are uncontested.

16. Councillors Information:

Cllr Smart: The fallen twigs and leaves at Railway Crossing Gardens still need to be picked up.

Cllr Baker: The Parish web site has been updated with the new Dorset Council Logos and is ready to go once the new Council is appointed.

Cllr Coatsworth: This will be his last meeting as he will not be standing for election as a Parish Councillor in the forthcoming elections.

Cllr Dendle: On behalf of the Parish Council thanked him for his many years of service to the Parish Council and the community.
